POSITION: MATERIALS/ MEASUREMENT ENGINEER

Location: Monkey Bay/Mtakataka


Project: Periodic Maintenance/Rehabilitation of Golomoti – Monkey Bay/Mtakataka Turn Off (M10) Road to Bitumen Standard – Lot 1

ABOUT THE PROJECT

Unik Construction Engineering (M) Ltd. has been awarded a major road rehabilitation contract by the Roads Authority of Malawi. The project involves the periodic maintenance and rehabilitation of approximately 30km of the M10 road from Golomoti Turn-Off to Chantulo, upgraded to bitumen standard. The project includes earthworks, pavement layers, asphalt surfacing, drainage structures, culverts, road markings, and guard rails. The project requires establishment of an on-site quarry, asphalt mixing plant, and a dedicated materials testing laboratory.

JOB SUMMARY

The Materials Engineer will be responsible for all material quality control and assurance on the project, including material sourcing, laboratory testing, mix design, and compliance with project specifications (SATCC 1998 and Particular Specifications). The role involves managing the on-site laboratory, supervising material testing operations, and ensuring all construction materials meet the required standards before incorporation into the works.

KEY RESPONSIBILITIES

Material Quality Control

Develop and implement material quality control plans for all construction materials including aggregates, bitumen (50/70), MC30 cutback, cement, steel reinforcement, and road marking materials

Conduct inspection and testing of all incoming materials against project specifications

Ensure compliance with SATCC 1998 Standard Specifications and Particular Specifications

Laboratory Management

Manage and operate the on-site materials testing laboratory

Ensure laboratory equipment is calibrated, maintained, and fully functional

Supervise laboratory technicians in conducting soil, aggregate, asphalt, and concrete tests

Maintain accurate and up-to-date test records and reports

Mix Design & Production Control

Design and verify asphalt mix designs (wearing course, base course)

Monitor asphalt mixing plant operations and production quality

Conduct regular field checks on asphalt temperature, density, and layer thickness

Design and control concrete mixes for culverts, drainage structures, and kerbing

Material Sourcing & Compliance

Identify and approve borrow pits, quarry sources, and material suppliers

Conduct material source investigations and haul distance assessments

Ensure material sourcing complies with environmental and quarry licensing requirements

Coordinate with the Engineer's Representative (Pamodzi Consulting Ltd.) for material approvals

Documentation & Reporting

Prepare material submission reports and test certificates for Engineer's approval

Maintain material control registers and non-conformance reports

Submit weekly and monthly material quality reports to Project Manager

Ensure all material documentation is available for audit and payment certification

Team Supervision

Supervise and train laboratory technicians and material control staff

Ensure all staff comply with health, safety, and environmental regulations

Requirements

QUALIFICATIONS:

BSc Degree in Civil Engineering, Materials Engineering, or related field

Registered with Malawi Engineering Institution (MEI) or equivalent professional body (advantageous)

Experience:

Minimum 5 years of relevant experience in road construction materials engineering

Proven experience with bituminous road projects in Africa (Malawi/SADC region preferred)

Hands-on experience with asphalt mix design, quarry operations, and on-site laboratory management

Familiarity with SATCC 1998 specifications and COLTO standards

Technical Skills:

Strong knowledge of construction materials testing (soil classification, CBR, aggregate tests, Marshall mix design, asphalt content, density tests)

Experience with asphalt mixing plant operations and quality control

Proficiency in material testing equipment operation and calibration

Good understanding of pavement design and construction methods

Personal Attributes:

Strong analytical and problem-solving skills

Excellent written and verbal communication skills in English

Ability to work under pressure and meet tight project deadlines

High level of integrity and attention to detail

Willingness to work on-site in a remote location for the project duration
