OVERVIEW
Norwegian Church Aid works with people and organizations around the world in their struggle to eradicate poverty and injustice. We provide emergency assistance in disasters and work for long-term development in local communities. To address the root causes of poverty, we advocate for just decisions by public authorities, businesses, and religious leaders.
Norwegian Church Aid (NCA) is an International Non-Governmental Organization working in over 30 countries around the world. It is a member of the worldwide ACT-Alllance, comprised of 140 churches and church-related organizations cooperating on humanitarian assistance, advocacy, and development. Norwegian Church Aid and DanChurchAid have been working in Malawi since 2002 and the 1980s, respectively.
In 2021, NCA joined forces with DCA and are operating as a Malawi Joint Country Programme (JCP). The vision for Malawi JCP is to have a just, resilient, and inclusive Malawi society for economic growth. The Programme aims to realize this vision through three interlinked long-term goals: Save Lives, Build Resilence, and Seek Justice. NCA-DCA Malawi Strategic Priorities for the period 2025-2029 are Econemic Development and Food Security, Climate and Environmental Stewardship, Fighting Inequalities (FI) and addressing Gender-Based Violence (GBV). With possible funding from ECHO, and in partnership with Evangelical Association of Malawi (EAM) and Foundation for Civic Education and Social Empowerment (FOCESE), NCA-DCA will implement a 12-month Humanitarian Cash Assistance and Protection Project and therefore seeks experienced persons with sold knowledge and skills to fill position of Humanitarian Programme Officer.
HUMANITARIAN PROGRAMME OFFICER
The successful candidate will be part of the humanitarian response team, funded by ECHO, and will be based at the country office in Lilongwe. The position will report to the Head of Programme.
KEY RESPONSIBILITIES
Programme Management
Lead the planning and implementation of the ECHO-funded cash assistance and Protection project to achieve key outcomes, outputs, and targets, overseeing all aspects (Programmatic, financial, and administrative and ensuring that these are on time, on scope, and on budget. He/she will work closely with respective project leads from the Evangelical Association of Malaw (EAM) and Foundation for Civic Education and Social Empowerment (FOCESE).
Ensure that all Programme interventions are of high quality and lead to measurable Impact. This includes. but is not limited to, overseeing the programme implementation plan and annual work plan preparation, Identifying external technical support needs, ensuring that appropriate management practices are being used in programme implementation, and monitoring and evaluation systems are being used to provide timely management information.
Ensure that programme resources are used efficiently, effectively, and transparently towards meeting desired results.
Regularly review of progremme workpians, analysing cutcomes and desired impact against the ever-changing country context, making crucial recommendations for quick adaptations as needed, based on real gender-disaggregated data and analysis.
Coordinate donor reporting and ensure submission of comprehensive and high-quality programme reports, and the timely submission and approval of financial and narrative reports.
Leed risk management and mitigation measures, regularly updating tools and facilitating risk awareness within the team.
Conduct and support participatory assessments of the needs/vulnerabilities and capacities of affected communities, ensuring the active participation of communities, to assess current needs and gaps where NCA- DCA can make valuatle contribution to participants
Ensure timely and accurate communication to internal and external stakeholders, including donor.
Finance & Compliance Management
Ensure compliance with ECHO regulations.
Develop and periodically revise cost projections per activity and outcome with country leadership, finance, and operations.
Work with the Sen or Humanitarian Officer to periodically update the risk analysis matrix, ensuring NCA-DCA Is fit for purpose.
EDUCATION, QUALIFICATIONS, AND EXPERIENCE:
Bachelor’s degree in International development, social sciences, agriculture, and other related fields
Demonstrated experience in managing medium-sized programmes in a fragile context
Experience in managing an ECHO-funded project
At least 5 years of continuous experience with technical design and implementation of livelihoods, cash transfer, and market systems development, 2 years in a humanitarian response with international NGOs
Demonstrated experience building the livelihoods, cash transfers, and market systems development capacity of teams across multiple sectors
Experience with the use of relevant sector design and assessment tools for service providers, markets, needs, distribution, and post-distribution processes
Excellent verbal and written communication, network building, and stakeholder management skills, and the capacity to work at a strategic level with both internal and external stakeholders; ability to influence with effective listening, persuasion, negotiation, and other techniques.
Excellent problem-solving and analytical skills with the ability to identify problems and opportunities within a rapidly changing context, and propose and implement sound, forward-looking solutions in a flexible and creative style
