Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston.
PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH). Abwenzi Pa Za Umoyo (APZU) has its headquarters in Neno District with operations across the country.
We therefore seek to recruit suitably qualified and experienced candidates for the following positions;
Position: Safety and Security Officer
Department: HR and Administration
Reports to: HR and Administration Manager
Second Line Reporting: Director of HR and Administration
Commitment: Full Time (Monday-Friday)
Working Hours: Regular Office Hours (40Hrs/Week)

POSITION SUMMARY
The Safety and Security Officer is responsible for leading the day-to-day coordination of safety, security and emergency preparedness functions across APZU sites. The position exists as the operational focal point for physical, occupational safety and security matters to ensure that staff, visitors, patients/clients, premises, organizational assets operate within a safe and secure environment.
The position also supervises outsourced security services, supports compliance with workplace safety standards, coordinates emergency preparedness activities, and maintains robust incident reporting and safety/security records.
CORE RESPONSIBILITIES
Security Management
Supervises and coordinate outsourced security personnel and related service delivery in collaboration with their relevant supervisors.
Monitors security systems, including guards’ deployment, access control systems, CCTV, alarm systems, and incident logs, where applicable.
Oversees physical access control arrangements for offices, residences, warehouses, and other organizational premises.
Supports safe management of keys, restricted areas, and sensitive assets.
In liaison with the security service provider, conducts regular security checks/ patrols and inspections to identify vulnerabilities and recommend practical mitigation measures.
Responds promptly to security breaches, emergencies, and incidents.
Safety Compliance
Implements and enforces workplace safety policies and procedures.
Ensures compliance with occupational health and safety regulations.
Conducts regular safety risk assessments/hazard identification for offices, field travel, events, residences, and operational activities and recommend context-appropriate mitigations while also ensuring follow up implementation with relevant departments.
Identifies trends, recurrent risks, and control gaps, and propose preventive improvements.
Proactively provides prompt/timely safety and security alerts to relevant staff or APZU stakeholders.
Organizes staff safety drills such as fire evacuation, emergency communication, and other relevant preparedness exercises and trainings.
Supports initial coordination during safety and security incidents, emergencies, or critical events, and escalate appropriately.
Maintains updated emergency contact lists, response procedures, and site-level preparedness information.
Incident Reporting and Data Management
Investigates and document safety and security incidents.
Prepares detailed, timely reports and recommend corrective actions.
Collects accurate and timely safety and security data using standard tools.
Maintains high-quality, up-to-date safety and security records and databases (like on incidents, safety audits, capacity building).
Ensures the confidentiality of safety and security sensitive documents.
Participates in monthly and quarterly safety and security data review meetings to identify performance gaps and implement appropriate actions.
Capacity Building and Awareness
Trains staff in safety procedures, security protocols and emergency procedures.
Coordinates new staff orientation and staff refresher sessions on safety, security, and emergency procedures.
Supports training of outsourced guards and other relevant contractors (cleaning, gardening, construction) on organizational safety and security expectations.
Contributes to policy, SOP, and tool development related to safety, security, and emergency preparedness.
Promotes a culture of safety and security within the organization.
Coordination
Liaises with law enforcement, emergency services, and local authorities. wher necessary, in coordination with Director of HR & Administration and HR & Administration Manager.
Coordinates security and safety activities and programs.
Coordinates staff security and safety training.
Liaises with security, cleaning, and gardening service providers for safety and security training of their staff.
Supervises the outsourced security services
Supports safety and security induction and minimum compliance monitoring for cleaning, gardening, maintenance, and other service providers while on organizational premises.
Reports on contract performance or compliance concerns to the HR & Administration Manager and relevant management structures.
Ensures outsourced contractors’ presence and activities do not create avoidable safety or security risks.
Prepares and submits periodic safety and security reports and updates to HR & Administration Manager.
Collaborates with other departments and support integration of safety and security considerations into operational planning, movement, events, and site management.
Collaborates with relevant PIH cross-site teams on safety and security arrangements/recommendations of cross-site visitors.
Assists in planning and managing the safety and security-related budget lines and resources.

Qualifications & Experience
Bachelor’s Degree in Security Management, Occupational Safety, or related field.
Minimum of 5 years of experience in security or safety supervision.
Knowledge of safety regulations and security systems.
Strong leadership and communication skills.
Ability to handle emergencies and make quick decisions.
