Position: Procurement Specialist (1 Position)
Company/Organization: Roads Authority
Location: Blantyre, Malawi (with regular travel to project field offices)
Contract Duration: 4 Years (renewable annually based on performance and funding availability)
Reports To: Project Coordinator, RESTORE Project
Qualifications
- Bachelor's Degree in Procurement or a related field such as:
- Business Administration
- Law
- Project Management
- Engineering
- Master's Degree in Procurement or related field is an added advantage.
- Minimum 8 years post-qualification experience in procurement and contract management in the public sector.
- At least 5 years experience in donor-funded projects (World Bank, AfDB, or other international donors).
- Working knowledge of Malawi Public Procurement laws and procedures.
- Familiarity with World Bank Procurement Regulations and STEP system.
- Strong computer skills (Microsoft Word, Excel, PowerPoint).
- Excellent analytical, communication, and interpersonal skills.
- High ethical standards with commitment to anti-corruption and anti-bribery principles.
Key Responsibilities
- Prepare and update annual procurement plans.
- Manage procurement processes for goods, works, and consulting services.
- Prepare bidding documents, evaluation reports, contracts, and procurement notices.
- Ensure compliance with World Bank Procurement Regulations and Malawi procurement laws.
- Maintain procurement records and databases.
- Prepare procurement progress reports.
- Support audits and procurement reviews.
- Supervise Assistant Procurement Specialist.
