1. Background


The Government of Malawi, through the Ministry of Health, is implementing the Malawi Health Emergency Preparedness, Response and Resilience Project. The project aims to strengthen health system resilience, improve preparedness and response to health emergencies, and support the use of digital systems for better planning, monitoring, reporting, service delivery, and decision-making.


The Ministry of Health is strengthening its digital health systems, including integrated health dashboards, electronic learning platforms, supply-chain tracking systems, and other e-platforms used to support public health programmes. These systems are expected to improve access to real time data, reliable data, support planning and accountability, strengthen visibility of medicines and health commodities, and improve programme performance from national level to the end user.


To support this work, the Ministry seeks to recruit a Digital Health Systems Specialist consultant who will provide practical technical support in digital health systems development, dashboard design, data integration, e-platform administration, system documentation, user support, and coordination with relevant Ministry departments and Implementing entities. The Consultant should not only be a programmer, but a practical digital health professional who can work with users, understand operational needs, support developers or consultants, troubleshoot system issues, and document work clearly for sustainability.


2. Objective of the Assignment


The main objective of the assignment is to provide technical support to the Ministry of Health in the development, improvement, administration, and use of digital health systems under the project.


3. Duration of Contract

The position is available until December 2029, with potential extensions. Contracts will be renewed annually based on satisfactory performance, availability of resources, and project needs


4. Deliverables

The Consultant shall be expected to deliver the following:


Work flows: Clear work plan showing priority systems, activities, timelines, and expected outputs.

Dashboard support outputs: Updated or developed dashboards with agreed indicators, charts, maps, and summary reports.

Supply-chain system support outputs: Documented workflows, wireframes, forms, reports, or system improvement notes for medicine and commodity tracking.

System wireframes and requirements: User requirements, process flows, screen sketches, and feature specifications

e-Platform administration support: Updated e-learning and e-platform content, user accounts, reports, and issue logs.

Data integration support: Data-source mapping, data-cleaning notes, dashboard data feeds, and integration support reports.

User training materials: Simple manuals, job aids, user guides, and training attendance records.

Monthly progress reports: Summary of work done, challenges, pending issues, and recommendations

Final assignment report: Full summary of achievements, systems supported, outputs delivered, lessons learned, and handover notes.

5.0 Qualifications and Skills Required

The candidate for the assignment shall have the following attributes:


Qualifications

The candidate must have a minimum of Masters’s Degree in any of the following fields: Computer Science, Information Systems and Technology, Software Engineering, Health Informatics, Data Science, Public Health Informatics and other the related field (digital health systems, programming).


5.1 Required Experience and competencies


The candidate should be at least more than 10 years of practical and hand on traceable experience in developing digital systems, applications, systems administration, software development and programs, dashboard development and reporting e-platforms, health information systems, data work flows and management and other related ICT work.

Experience in the Health sector, Public sector, NGO sector, donor-funded projects, or government digital systems will be an added advantage.

Ability to work with both technical and non-technical users.

Willingness to support users at national, district, and facility levels.

Experience working use DHIS2, health commodity or supply-chain systems, e-learning platforms, APls or system integration

Experience with data visualization tools such as Power Bl, Tableau, Metabase, Superset, or similar tools

Strong analytical, communication, coordination, and report-writing skills

Excellent written and communication skills.

Ability to multitask and work collaboratively with diverse stakeholders.

Good computer skills and proficient in the use of system development, system design, Microsoft Office (Excel, Word and PowerPoint, etc.);

Fluency in spoken and written English

5.2 Required Technical Skills


The candidate should demonstrate practical ability in the following areas:


Developing, configuring, or supporting digital dashboards.

Working with data from different systems and preparing reports

Supporting health information systems or other public-sector digital platforms.

Designing simple wireframes, forms, reports, and user workflows.

Supporting e-learning platforms or other web-based platforms.

Providing systems administration and user support.

Understanding how digital systems can support supply-chain tracking and programme monitoring

Using common tools such as Excel, DHIS2, Power BI, Tableau, SQL, or other dashboard and reporting tools.

Basic understanding of databases, data quality, user access control, and system documentation.

6.0 Reporting


The Digital Health Systems Specialist shall report directly to the Project Coordinator. He(she) shall also work closely with Project M& E Specialist, Digital Health Division, Central Monitoring and Evaluation Division team, CMST, PMRA, HTSS-Pharmaceutical, relevant technical departments within the Ministry and Implementing Entities.


7.0 Location of Employment


The Digital Health Systems Specialist will be based at the Ministry of Health and Sanitation, Capital Hill. The following shall be provided by the Client: office space, furniture, and office equipment, and internet facilities


8. 0 Selection Method


The Consultant shall be selected in accordance with the Individual Consultant Selection (INDV).


The attention of interested Consultants is drawn to Section I, paragraphs 1.9 of the World Bank’s “Procurement Regulations” Selection and Employment of Consultant under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (“Procurement Regulations”- Consultant Guidelines), setting forth the World Bank’s policy on conflict of interest.

9.0 Submission of Expression of Interest
