About the Project
The Ministry of Finance and Economic Planning, through the Department of Economic Planning and Development (EP&D), is implementing the Regional Climate Resilience Program for Eastern and Southern Africa Phase II (RCRP-2) with financing from the International Development Association (IDA).
The project aims to strengthen resilience to climate-related shocks through investment in resilient infrastructure, institutional capacity, disaster risk management, and community resilience. Applications are invited from suitably qualified candidates for the position of Assistant Financial Management Specialist.

- Contract valid until December 2028, renewable annually subject to satisfactory performance, project need, and availability of funding.

Job Summary
The Assistant Financial Management Specialist will support financial management, accounting, internal controls, reporting, and compliance within the Project Coordination Unit (PCU), ensuring effective management of project resources in accordance with Government of Malawi and World Bank requirements.
Key Responsibilities
- Assist in preparing annual financial statements in accordance with IPSAS.
- Ensure project resources are utilised efficiently and in line with financing agreements.
- Verify invoices, payment requests, and supporting documentation before processing payments.
- Assist in preparing project disbursement requests and financial justifications.
- Maintain complete accounting records and supporting documentation.
- Ensure compliance with Government of Malawi financial regulations and World Bank financial management requirements.
- Monitor and strengthen internal control systems.
- Assist in preparing monthly, quarterly, and annual financial reports.
- Support timely annual external audits.
- Maintain VAT schedules and ensure timely tax remittances.
- Establish and maintain an effective financial filing system.
- Perform any other duties assigned by the Financial Management Specialist.

Qualifications and Experience
- Professional accounting qualification such as CPA (MW), ACCA, or CIMA.
- Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
- Master’s Degree will be an added advantage.
- Minimum of five (5) years’ post-qualification experience in financial management within a reputable public sector organisation.
- At least three (3) years’ experience managing donor-funded projects.
- Audit experience will be an added advantage.
Required Skills and Competencies
- Strong knowledge of international financial management standards.
- Familiarity with World Bank financial management procedures and Government of Malawi financial regulations.
- Proficiency in Microsoft Office applications and computerised accounting systems.
- Excellent analytical, planning, organisational, and financial reporting skills.
- Strong communication and interpersonal skills.
- High level of integrity and attention to detail.

Duty Station
The successful candidate will be based at the Project Coordination Unit (PCU) in Lilongwe and will be required to travel regularly to project implementation sites across Malawi.
