POSITION: PROCUREMENT OFFICER

Location: Lilongwe

OVERVIEW

The Human Rights Commission (the Commission), an independent institution established under Chapter XI of the Constitution of the Republic of Malawi, invites applications for the following vacant position:

Title of Post : Procurement Officer

Grade : H8

Required Qualifications and Experience:

• A minimum Bachelor's Degree in Procurement and Logistics Management, Supply Chain Management or its equivalent;

• Be registered with Malawi Institute of Procurement Supply (MIPS);

• A minimum of three (3) Years relevant work experience in a busy procurement office;

• Proven understanding of Public Procurement and Disposal of Assets Act and Public Procurement Regulations is essential;

• Appreciation of Human rights Issues;

• Good communication skills;

• Computer literacy is required.

Duties:

• Manage the procurement activities of the Commission

• Producing a Procurement plan for the designated procurement activities;

• Drafting solicitation and preparation of documents such as: Request for Quotation (RFQ) documents, bidding documents, Request for Proposals (RFP), Invitation notices and shortlists;

• Preparing quarterly Procurement Reports;

• Advising the Internal Procurement and Disposal Committee (IPDC), management and the Commission on all procurement issues within the Commission;

• Drafting and Managing contracts, in liaison with User Departments, to ensure delivery of goods/services and completion of works in accordance with contract terms and conditions in order to achieve value for money;

• Managing Evaluation of Bids and preparing Evaluation Reports for submission to IPDC;

• Checking and verifying Invoices for payment in accordance with contract terms and following Government financial management requirements;

• Carry out such other lawful duties as assigned by the Commission from time to time.
