POSITION: COMPLIANCE, RISK AND SAFEGUARDING OFFICER

World Relief is inviting applications from suitably qualified candidates for the position of Compliance, Risk and Safeguarding Officer under the Faith and Community Initiative (FCI) Project.
Job purpose
The Compliance, Risk and Safeguarding Officer will strengthen organisational compliance, risk management, safeguarding, fraud prevention, internal controls and accountability systems.
Key responsibilities
* Conduct periodic internal audits of financial transactions, procurement, grant expenditure, asset management and internal controls.
* Assess whether project internal controls are properly established, documented and operating effectively.
* Verify the accuracy and compliance of financial supporting documentation.
* Review training records, incident logs, compliance documentation and action plans.
* Monitor implementation of audit recommendations and corrective actions.
* Support external audits, donor assessments and compliance reviews.
* Prepare compliance and audit reports for management and the Advisory Board.
* Train staff on fraud prevention, reporting and investigation procedures.
* Conduct workshops on internal controls, risk mitigation and fraud awareness.
* Support investigations into alleged fraud and serious negligence.
* Identify control weaknesses and provide fraud and compliance updates to senior management.
* Support managers in complying with operational policies, procedures and standards.
* Conduct safeguarding, PSEAH, operational and compliance reviews.
* Monitor compliance with applicable US Government award requirements.
* Lead the development and monitoring of the organisational risk management framework.
* Maintain organisational and project risk registers.
* Identify, assess and monitor strategic, operational, financial, safeguarding, reputational and compliance risks.
* Support departments and project teams in implementing risk mitigation measures.
* Lead the implementation and continuous improvement of safeguarding and PSEAH policies and procedures.
* Conduct safeguarding and PSEAH induction, training and awareness sessions.
* Strengthen safe and accessible complaints and feedback mechanisms.
* Maintain secure complaints databases and reporting systems.
* Analyse complaints and feedback trends and recommend corrective actions.
Qualifications and experience
* Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, Law, Social Sciences or a related discipline.
* Professional qualification such as CA or ACCA.
* At least 5 years of relevant experience, including at least 3 years at audit and/or compliance level.
* Experience working in a busy NGO, commercial, public sector or international organisation.
* Strong knowledge of financial and budget management.
* Experience in programme or project management in an NGO environment.
* Experience evaluating systems and processes and identifying weaknesses.
* Experience in fraud prevention, fraud awareness and investigations.
* Experience strengthening safeguarding, PSEAH, complaints and feedback mechanisms.
* Strong computer skills, particularly Microsoft Word, Excel and PowerPoint.
* Experience working with complex financial systems.
* Experience preparing financial and management accounts.
* Familiarity with major donor grant requirements.
* Strong financial analysis skills.
* IT audit experience is an added advantage.
* Ability to assess organisational performance and risk from a strategic perspective.
