Project: Faith and Community Initiative (FCI)

POSITION SUMMARY

The Program Officer provides technical support to facility staff In-charge overseeing FCI interventions in supported Spoke and Hub model aimed at strengthening access and utilization of HIV, TB and Malaria services with the ultimate goal of meeting the UNAIDS 95-95-95 treatment cascade targets for HIV testing, treatment continuity, viral load suppression and TB.

In addition, he/she contributes technical expertise to MOH’S HIV program management, Differentiated Service Delivery models, Treatment Continuity and Mental Health, Pediatric HIV and implementation of TB/HIV, HIV testing and Prevention, Malaria and service integration with Maternal and Child Health interventions.

KEY RESPONSIBILITIES

Oversees and supervises district program implementation in all service delivery sites: case finding, treatment continuity and, DSDs, viral suppression and service integration.

Provides oversight for implementing components of the HIV Care and Treatment, TB, Malaria and MACH in all supported districts.

Provide guidance on capacity building through mentorship and coaching approaches in line with MOH Implementing Partner implementation framework.

Provide support to MOH in developing Mentorship guidelines, SOPs and training curriculum including facilitation of mentorship trainings.

Collaborate with M&E team in designing and implementing the entire HIV cascade M&E system.

Provide support to facility staff in employing continuous quality improvement initiatives for integrated service delivery in Hubs and Spoke sites.

Conduct capacity needs assessments amongst service providers, support capacity building sessions through trainings, supervision, mentorship and coaching sessions.

Promote awareness of emerging technologies and best practices within the organization.

Develop user guidance and reference materials to improve ICT utilization.

MINIMUM QUALIFICATIONS

Minimum of a Degree in Clinical Medicine or Nursing. A Master’s Degree in a health-related field is an added advantage.

Minimum of 5 years’ prior experience in managing similar activities in the private or public health sector, with increasing levels of responsibility and leadership.

Experience working in HIV/AIDS, TB, Malaria, RMNCH and Community Health programs.

Certified second line ART Prescriber.

Knowledge of health systems strengthening, community systems strengthening, donor reporting requirements and data quality assurance.

Strong report writing and presentation skills
