Nature of Contract: 12 months Fixed Term

Job Summary
The Health, Safety and Environmental (HSE) Officer is responsible for promoting and
maintaining a safe, healthy, and environmentally responsible workplace in compliance with the
laws and regulations of Malawi and organizational policies. The officer will develop,
implement, monitor, and continuously improve health, safety, and environmental management
systems to minimize risks, prevent workplace injuries, and protect the environment.
Key Duties and Responsibilities
Occupational Health and Safety
• Develop, implement, and monitor workplace health and safety policies and procedures.
• Conduct regular workplace inspections, safety audits, and risk assessments.
• Identify workplace hazards and recommend corrective and preventive measures.
• Investigate accidents, incidents, near misses, and occupational illnesses and prepare
detailed reports.
• Ensure compliance with the Occupational Safety, Health and Welfare Act (Cap. 55:01)
of Malawi and other relevant legislation.
• Monitor the proper use of Personal Protective Equipment (PPE).
• Coordinate workplace safety committees and safety meetings
• Maintain statutory health and safety records and registers.
Environmental Management
• Ensure compliance with the Environmental Management Act, 2017 and other
applicable environmental regulations.
• Monitor waste management, pollution prevention, and environmental protection
activities.
• Conduct environmental impact monitoring and compliance inspections.
• Promote sustainable environmental practices and resource conservation.
• Liaise with environmental authorities regarding compliance matters.
Training and Awareness
• Conduct HSE inductions for new employees, contractors, and visitors.
• Organize safety awareness campaigns, toolbox talks, and emergency drills.
• Train employees on safe work practices and emergency response procedures.
• Promote a positive health, safety, and environmental culture throughout the
organization.
Emergency Preparedness and Response
• Develop and maintain emergency response and evacuation plans.
• Coordinate fire safety programs and emergency drills.
• Ensure availability and maintenance of emergency equipment.
• Serve as a member of emergency response teams where applicable.
Compliance and Reporting
• Prepare monthly, quarterly, and annual HSE reports.
• Monitor compliance with statutory and organizational HSE requirements.
• Support inspections conducted by government authorities such as the Ministry of
Labour and the Malawi Environmental Protection Authority (MEPA).
• Maintain records of incidents, inspections, audits, and corrective actions.
• Assist in the implementation and maintenance of ISO 14001 and ISO 45001 standards
where applicable.
Qualifications and Experience
• Diploma in Occupational Health and Safety, Environmental Health, Environmental
Science, Public Health, or a related field.
• Certificate holders with significant practical experience may be considered.
• Professional certifications in Occupational Health and Safety or Environmental
Management will be an added advantage.
• Minimum of two (2) years of relevant experience in HSE management.
• Knowledge of Malawian labour, safety, health, and environmental legislation.
• Experience in conducting risk assessments and accident investigations.
Skills and Competencies
• Strong knowledge of occupational safety and environmental management principles.
• Excellent report-writing and communication skills.
• Ability to interpret and apply legislation and regulations.
• Strong analytical and problem-solving skills.
• Proficiency in Microsoft Office applications.
• Ability to work independently and as part of a multidisciplinary team.
• High level of integrity and attention to detail.
