POSITION: FINANCE AND INVESTMENTS MANAGER (FIM)

OVERVIEW
Applications are invited from suitably qualified candidates of Malawian nationality to fill vacant positions of Finance and Investments Manager and Assistant Civic Education Officer within the Secretariat of the Higher Education Students Loans and Grants Board (HESLGB).
The Organisation
The Higher Education Students Loans and Grants Board (HESLGB) is a statutory body established by an Act of Parliament No. 2 of 2015, with the dual mandate of providing loans and grants to the needy and deserving students in all accredited institutions of higher learning in Malawi and recovering all matured loans from former loan beneficiaries. The Board is serviced by a Secretariat headed by the Executive Director as the Controlling Officer. Vacancies have arisen for positions of Finance and Investments Manager in the Directorate of Finance and Investments and Assistant Civic Education Officer in the Communications Division. HELGB is therefore, looking for suitable candidates to fill these vacant positions as detailed below:
Job Title: Finance and Investments Manager (FIM)
Grade: HES 4
Reporting to: Director of Finance and Investments
Job Summary:
Ensuring that effective financial procedures and financial controls are in place in order to effectively control and manage the fund. Ensuring effective and efficient utilization of the Loans Board’s financial resources and management of Loans Board’s assets.
The finance manager is responsible for planning and executing finance policies and procedures for
HESLGB. He/she closely works with and supervises the Finance Officer, checks prepared vouchers or any financial correspondence before the Finance Manager finally approves them.
Promoting programs and services that are produced in a cost-effective manner, while maintaining an acceptable level of quality.
Overseeing the fiscal activities of the organization including budgeting, reporting and audit.
Ensuring effective loans recoveries and disbursement processes.
Working with Executive Director to ensure financing to support short- and long-term goals.
Ensuring that there is timely submission and presentation of administration and financial reports required by management and the Board as per the reporting matrix.
Formulating and driving innovative strategies of generating funds in order to increase the financing capacity of the Board
Assuring an effective fund mobilization strategy by serving as the fund-mobilizing officer as per the Act.
Team leadership and delivery
Establishing, leading, mentoring staff to form an adequately resourced working team.
Managing against annual work plan to deliver targets
Identifying and solving performance bottlenecks
Qualifications and Experience
Bachelor’s Degree in Business Administration, Accounting, Finance or any relevant field;
A Master’s Degree or professional qualification in Finance, Accounting, Banking, Business
Administration or any relevant field;
At least three (3) years’ experience in management position in a busy organization;
Analytical, accurate, and deadline driven;
Extensive computer literacy on relevant software packages including Sage Evolution.
