POSITION: FINANCIAL AND PROCUREMENT OFFICER

Duty Station: Benga, Nkhotakota District

Reporting to: Operations Director and Programme Coordinator

ABOUT THE PROGRAMME

The Missionary Community of St. Paul the Apostle (MCSPA), in partnership with Mary’s Meals International,

implements a School Feeding Programme reaching learners in primary schools across Nkhotakota, Salima, and

Ntchisi Districts. The Programme provides a daily nutritious meal in a place of education, supporting both the

health and the learning of thousands of children. To strengthen its financial management and procurement

systems, the Programme is inviting applications from suitably qualified and experienced candidates for the

position of Financial and Procurement Officer.

PURPOSE OF THE ROLE

The Financial and Procurement Officer is a key position within the MM–MCSPA School Feeding Programme,

responsible for establishing, operating, and maintaining robust financial systems and controls. The Officer

supports the conduct and management of audits, prepares donor and programme budgets, and leads and

facilitates procurement processes in accordance with MCSPA procedures.

The role ensures the day-to-day management of high-quality financial and procurement transactions and

procedures in accordance with organizational policies and principles, working in close collaboration with the

Operations Director and Programme Coordinator. All financial matters and procurement decisions must be

approved by the Operations Director and Programme Coordinator and must be in line with approved budgets.

MAIN DUTIES AND RESPONSIBILITIES

Finance

• Ensure that all financial transactions are carried out and recorded in accordance with MCSPA

procedures and policies

• Prepare and submit monthly and quarterly programme financial reports

• Prepare monthly payroll

• Ensure proper books of accounts are maintained and a sound archiving (filing and retrieval) system is in

place

• Manage petty cash and maintain custody of funds

• Assist the Programme Coordinator and Operations Director in budget phasing and budget realignment

• Support the Programme Coordinator and Operations Director in producing budget monitoring

information and conducting reviews

• Review monthly final donor reports with relevant managers and identify areas of financial risk in line

with donor conditions, enabling the Programme Coordinator and Operations Director to take proactive

corrective action

Procurement

• Ensure timely procurement of organizational resources and materials in accordance with MCSPA

procurement procedures

• Develop, implement, and review procurement policies and procedures in line with MCSPA policies,

values, and procedures, as well as government regulations

• Obtain and evaluate quotations, maintain an up-to-date supplier database, and keep complete

procurement records for audit purposes

• Track and maintain procurement costs and ensure value for money in all purchases

Other Duties

• Support the Programme Coordinator and Operations Director with other accounting and administrative

tasks as required

• Undertake any other duties assigned by the Programme Coordinator and Operations Director

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

• A minimum of a Diploma in Accounting, Finance, Procurement, Business Administration, or a related

field; a Bachelor’s Degree and/or professional qualification (e.g. ACCA, CIMA, ICAM, CIPS) will be an

added advantage

• At least three (3) years of relevant experience in finance and/or procurement, preferably within an NGO

or donor-funded environment

• Sound knowledge of financial controls, bookkeeping, payroll, and procurement procedures

• Proficiency in Microsoft Excel and computerized accounting packages

• High level of integrity, accountability, and attention to detail

• Ability to work independently, meet deadlines, and communicate effectively in English and Chichewa
