 RIGHT TO CARE MALAWI – HIV TESTING SERVICES (HTS) LEAD

Location: Mzuzu Hub Office

Reports to: Chief of Party / Deputy Chief of Party

Right to Care Malawi is seeking an HIV Testing Services Lead to provide strategic leadership and technical support for differentiated HIV testing services across supported health facilities.

Job Summary:

The HTS Lead will ensure all HIV testing services (PITC, VCT, Index testing, SNS, HIV self-testing, maternal retesting, integrated syphilis/viral hepatitis testing) are implemented with fidelity and performance expectations are achieved.

Core Responsibilities:

  • Provide technical oversight for HIV testing program activities
  • Lead implementation of high-impact case finding interventions (PITC, Family Tree, Index testing)
  • Spearhead innovative interventions to close case finding gaps among youth, men, and at-risk populations
  • Lead integration of HTS in under-five clinics and outreach ANC clinics
  • Work with community-based structures to increase access to testing
  • Strengthen linkage systems for same-day ART initiation
  • Support pediatric-focused testing strategies
  • Build capacity of government and CHAM frontline healthcare workers
  • Ensure HTS providers meet MoH quality standards
  • Coordinate with DHOs, pharmacists, and RTC District Program Managers for testing kit availability
  • Facilitate coordination meetings and data reviews with district stakeholders
  • Track program performance and submit monthly/quarterly technical reports

Required Minimum Qualifications:

  • Medical Degree or Degree in Nursing Science or equivalent
  • Master's degree in Public Health (added advantage)
  • Certified HIV Testing Services provider

Required Experience, Skills & Knowledge:

  • Minimum 5 years progressive experience leading PEPFAR/MoH-funded HTS programs
  • Strong expertise in program design, implementation, and monitoring
  • Proven ability to work with multi-disciplinary teams
  • Strong experience in capacity building of frontline healthcare workers
  • Experience working with MoH at national and district level
  • Strong mentorship and technical assistance experience
  • Excellent oral, report writing, and presentation skills
