POSITION: TECHNICAL AUDITOR
Location: Lilongwe
OVERVIEW
The Roads Fund Administration (RFA) is a statutory body established to raise, administer and account for funds for the construction, maintenance and rehabilitation of public roads. RFA seeks the services of a Technical, Auditor. The position is tenable at the RFA head office in Lilongwe
1. Job Scope
The Technical Auditor support the planning and execution of technical dudits He/she assures value for money in road works projects is sustained through adherence to approved designs. technical specifications and contract terms
The Technical Auditor is involved in developing Technical audit plans, preparing technical audit standard operating procedures (SOPs); preparing technical audit reports and providing inputs in the production of annual technical audit report which is an important input in the RFA annual report
2. Duties and Responsibilities
2.1 Audit planning and execution
Assists the Chief Technical Auditor in the formulation of annual work plans for the technical audit section
Assists in the development of comprehensive SOPs to ensure uniform application during the conduct of technical audits
Drafts audit scope and audt objectives for each technical audit assignment and prepares appropriate audit programe necessary to ensure effective and efficient audits
Conducts planned technical audits for ongoing projects within project deadline in accordance with established standard operating procedures
Assesses technical compliance with regard to materials used by contractors, structural soundness of the works undertaken and assess efficiency, effectiveness and economy of the works done
Undertakes post construction technical audits based on sample projects and assesses construction quality of work completed
Examines the technical quality and the performance of the completed road works and the reasonableness of the certified road works qualities
Carries out special examinations, investigations and consulting assignments as agreed with the Chief Technical Auditor and/or Director of Audit
Represents the RFA at different technical meetings, forum and committees as assigned
Performs any other duties as may be assigned from time to time by the Director of Audit and/or the Chief Technical Auditor
22 Contract management
Prepares the database of, and periodically reviews project records and status for, each of the planned, ongoing and completed projects
Maintains good working relationships with implementing agencies, contractors and consultants and ensures that they all perform in line with the terms of their contracts
Assesses the suitability, effectiveness and adequacy of the contract management and quality assurance procedures of the implementing agencies and the engaged supervising engineers to ensure projects being undertaken are sufficiently resourced in terms of key personnel and implementation mechanisms
Ensures the contractors have complied with contractual obligations in carrying out the works stipulated in the contract
Vets interim payment certificates, invoices and claims received from implementing agencies to ensure that all payments to contractors and consultants are as per the contract conditions and advises the Chief Technical Auditor if they should be approved for payment processing.
2.3 Audit reporting
Prepares and submits routine, periodic and adhoc technical audit section activities and programmes reports
Prepares draft technical audit reports and discusses audit observations, recommendations and conclusions with auditees.
Prepares technical audit reports based on the findings from the field technical assessments, and reports
Participates in the preparation of the final technical audit report
Monitors implementation of agreed technical audit recommendations to ensure that auditees take corrective actions.
Assists the Chief Technical Auditor in the production of the annual technical audit report as an input into the RFA annual report
3.0 Qualifications and Experience
Essential: A minimum of Bachelor’s Degree in Civil Engineering from a recognized university
Working Experience: At least 5 years postgraduate working experience in technical auditing, project management or supervision of civil works, preferably in the road subsector
Registration: Must be a Registered Engineer with the Malawi Engineering Institution
Desired: A Masters degree in a Civil Engineering or a related field in a strong plus
4.0 Key Competencies
Working knowledge of civil works procurements, contract management, financial administration, and contract conditions and specifications
Working knowledge of technical auditing practices, procedures and techniques or of planning, designing and supervision of road works
Good organizational and analytical skills and problem solving
Good working knowledge of Microsoft Office application packages and in Project oriented software (Prince II, Agile, MS-Project)
Ability to work independently without cloce supervision
Ablity to ectablish and maintain effective working relationchips with team members and auditees
Excellent presentation and written and verbal communication skills.
Experience with use of dudit management software packages such as TeamMate is an added advantage
